Barbara J. Locke, M.S.A., has over 30 years in health policy, planning, research, and grants administration progressing from a managing member of a public health consortium, the director of grants management for a public health department, a general manager with the Detroit Health Department, to her current role as a deputy director with a nationally recognized health and human service agency, Community Health Awareness Group, Michigan’s largest minority AIDS service organization. She is responsible for managing fiscal operations in excess of $4 million and implementing evidence-based prevention and intervention programs, including a primary care clinic, aimed at reducing the impact of communicable diseases among some of Detroit’s most at-risk citizens. 

Barbara is also the president of BLOCKE & Associates, a boutique management consultant firm aimed at increasing the capacity of community based organizations to better address social concerns. Her area of expertise resides in nonprofit management, organizational development, fiscal oversight, fund/proposal development, evaluation and project management. 

Barbara is a graduate of the Michigan Public Health Leadership Institute and has a Master Degree in Public Health Administration from Central Michigan University and a Bachelor of Science in Social Sciences from Michigan State University. She proudly serves on the board of The Warriors Trust Fund, a nonprofit dedicated to supporting combat veterans, and is a member of Delta Sigma Theta Sorority, Incorporated. 

Her mission is to work with communities to address those social determinants of health that contribute to health disparities and inequities within minority and other disenfranchised populations.
